  The Lacey Fire District 3 operates under the legislative authority of three fire commissioners, each elected to six-year overlapping terms. The Board of Fire Commissioners is responsible for establishing key policy, setting levies, developing and adopting the annual budget, reviewing and approving contracts, and appointing a fire chief.

The Board meets the first and third Thursdays of each month at 7 p.m. at Station 31. The meetings are open to the public. Any schedule changes will be posted on the bulletin board at the front entry to the District administrative offices.

 
  Skip Houser served on the Thurston County Fire District 3 Civil Service Board prior to his election as a commissioner in 1985.

Skip is a graduate of Western Washington University, and has a law degree from the University of Puget Sound and a Masters in Public Administration from The Evergreen State College. He is currently in private practice in Olympia as a principal with the firm of Valz, Houser, Kovut & Barnes P.S.

In addition to his service on the Board of Fire Commissioners, Skip has served as an administrator with the Washington State Criminal Justice Training Commission, the Department of Corrections and the Governor's Office of Financial Management, and was the deputy director of the Department of Trade and Economic Development.

 
  K. Frank Kirkbride was appointed to the Board of Fire Commissioners in 2000, and was elected to the position in 2001 and re-elected in 2003.

Frank has been active in the Lacey community, serving on several local boards, committees and task forces. He chairs the board of a subsidiary of "Morningside," the community rehabilitation program, and served 18 years on the Lacey Historical Commission. Commissioner Kirkbride is active in Lacey Rotary and Lacey Rotary Foundation, and is a trustee of the Washington State University Foundation.

Frank graduated from Washington State University with a landscape architecture degree. He worked with the Washington State Department of Highways/Transportation for 10 years prior to starting his consulting firm. Frank is president of The Kirkbride Group, Inc, a Lacey-based real estate development company.

 
  John Christiansen was first elected to the Board of Fire Commissioners in November 2007.

John retired from the Department of Defense in 2003 after a total of 28 years of combined federal service. His last duty assignment was as the assistant manager of the Fort Lewis Golf Course.

John proudly served as a combat medic with the 1st Infantry Division and served in Vietnam in 1967-68. He is a Tet Offensive Survivor and a life member of the VFW and The Society of the Big Red One.

John comes from a firefighter family. His father and two uncles were career Seattle firefighters, and his son Alex is a Lacey Fire District lieutenant.

John has been a lifelong volunteer in youth sports, sports officiating, scouting and fund raising. He has supported LFD programs, Fire & Ice Basketball Game, the Community Service Committee, Fill the Boot and Adopt-A-Family. John has been married for 36 years to Marion, a retired army nurse. His daughter Amy has been a volunteer for the LFD and now lives with her husband in Germantown, Maryland. She is a Web news editor for National Public Radio.
